Curtis Bartell Managing Partner

Curtis has been working in the federal continuity, emergency management, WMD, and counter terrorism communities since 1988. He has served as the federal program manager at the Department of Energy, Department of Labor, Commodity Futures Training Commission, and the U.S. Senate Sergeant at Arms and as a consultant. He is a Subject Matter Expert across the continuity programs of all three branches of government and at all levels of classification/program support and served as chair/co-chair of multiple national level interagency and international multilateral coordination fora.

Curtis is the President & CEO of Covenant Park Integrated Initiatives, Inc (Covenant Park --- www.covenantpark.com) which has been providing all levels of resilience, continuity, emergency management, and risk management support to Federal and Commercial clients since 2007. Clients include DHS, FEMA, DOE/NNSA, DOS, NIH, White House, FRB, FDIC, Senate Sergeant at Arms, Architect of the Capitol, U.S. Capitol Police, NY/NJ Port Authority, American Public Power Association, United States Enrichment Corporation (now Centrus Energy), Freeport McMoRan Copper and Gold, American Express Corporation, and Microsoft Corporation.

James Murphy Managing Partner

Mr. Murphy has been working in the federal continuity community in operations, planning, and national policy since 2003. He is a former HMX-1 Presidential Support Pilot and served at WHMO/PPR as a Continuity Program Manager. Since retiring from the Marine Corps in 2012, James has supported continuity and resilience planning at FEMA, DHS, FRB, Architect of the Capitol, DOE/NNSA, NIH, FDIC, and the American Public Power Association, where he has performed Business Process and Impact Assessments and assisted in the writing of continuity and emergency response plans.

James is also the Founder and President of Mission Essential Solutions, LLC, which helps federal agencies discover and procure technologies which enable a mobile/transportable continuity site CONOPS.
